February 4, 2010 - Leases are leases and rule are rules. Your lease and its content are governed by the Residential Tenancies Act of Ontario. However, every property manager is entitled to add to each lease a set of rules for conduct in the apartment building or rental complex (townhouses, rows and other residential rental properties too). None of the rules can violate or alter or supercede anything in the Act, and as long as that's the case, the rules are enforceable. Smart property managers create a set of rules based on common sense and good conduct as a way to help emphasize care for the property and neighbourly respect.

January 29, 2010 - The changes by the Ontario Energy Board (OEB) to the hydro sub-metering rules imposed Stratacon (a major, private player in apartment building sub-metering) requires all residential tenants be asked by property managers to fill out new disclosure and agreement forms, and resubmit everything to the sub-metering provider. Worst of all, monthly hydro billings to individual tenants cease and arrears accumulate, until the new forms are signed back. Only then can hydro billing resume. Tenants may opt-out according to current OEB guidelines. For opt-outs the property manager can then add a reasonable amount to the rent to cover hydro. Frankly, we'll take exact metering.
